1st point, sametime 3.1 isn't supported on Domino 6.5.1
Q1. Take a look at the BLservice in the java and C++ toolkits. There is an example in the latest Sametime Redbook.
Q2. You'll want to take a look at places and attributes most likely, but there are many ways to build queues, and you don't have to use places so it's really up to you. Take a look at the Sametime toolkits, especially with regard to places.
